I am sure. I was working with the guy in our dept. So far I have had only one user complaint. So it is not a wide spread problem. I had basically this exact issue. For me, I could move icons same as you but whenever I did, about minutes later, the system would crash and upon booting up again, the icons would be back where they were. The only way I could prevent it was to restart whenever I moved icons.

When I did this, they stayed where I moved them. I fixed that issue by reinstalling Windows but now the same system is in the shop for most likely the system SSD being shot, but could also be the mobo so not yet sure if it was just a corrupted install or the bad drive. I reinstalled by installing Windows, installing all drivers EXCEPT the realtec driver, plugged into the network, and then installed Windows updates and up until I took it in the other day, it was fine for moving icons around.

Nothing detected? Have you tried running a system file checker? May be caused by a corrupted file. Also never a bad idea to do a a check disk. Is anyone remoting in to the machine via RDP? That will rearrange the icons for the display of the remote computer connecting.

I've also had programs that change the resolution or run in compatibility when run on the local computer cause this before due to resolution or other desktop element changes.
